A rack and pinion steering apparatus comprises a first bearing surface that is formed on a surface that defines a passage in housing. An input assembly that includes a first portion of a control valve extends into the passage of the housing . An output assembly that includes a second portion of the control valve is located in the passage of the housing . A second bearing surface is formed on an outer surface of the output assembly . The first bearing surface cooperates with the second bearing surface to define an annular space for receiving fluid and for supporting rotation of the output assembly relative to the housing .
